Could be, but that's jumping to conclusions.
Who says this is genuine Ep3 concept art to begin with? Maybe it's not even from Valve? Maybe it is but it's not concept art for Ep3? Maybe it is concept art for Ep3 but maybe it's 5 years old and Ep3 is still lurking somewhere in a fridge over at Valve.

Too soon to get excited about this IMO.

The article states that Valve confirmed the artwork as real.
As to whether they are still working on it, well, these are from 2008, so even with the release of these nothing's concrete.

From the ending of Ep 2 it was clear that the next game would have some or most of its location in a frozen wasteland. I'm just hoping it doesn't turn into an homage/rip off of the concept of The Thing....snow, isolation, crashed helicopters and aliens with more legs than you.

In an interview with Eurogamer, Gabe Newell revealed that the Half-Life 2 "episodes" are essentially Half-Life 3. He reasons that rather than force fans to wait another six years for a full sequel, Valve Corporation would release the game in episodic installments. Newell admits that a more correct title for these episodes should have been "Half-Life 3: Episode One" and so forth, having referred to the episodes as Half-Life 3 repeatedly through the interview.

They've improved their dev time from 6 years to 15.

I think what they've done there, GFY, is realise that their only market is existing HL fans. Whether that's HL1+2 or only HL2 is another matter.
