the idea of a permanent base on the moon isn't crazy. even doing it by 2020 is only slightly crazy. it's the part where the whole thing will be led by the private sector that's batshit insane. the soviets put yuri gagarin into orbit 51 years ago, and the private sector haven't even matched that yet

govt agencies have to lead, buying in expertise and tech from the private sector as needed. unfortunately those morons in congress don't understand that, so not only will america not have a moon base in 2020, it probably won't even have a space agency
