I doubt the creation of the bible was so simplistic. It was probably created as a means of control and a general guidline for society. all the "facts" in the bible were likely manufactured to make it more authentic.

I tend to think they were fables, or stories with morals handed down from family to family, since that was probably their main method of teaching such things to each other.
It might be possible that somebody went around the land collecting all kinds of fables and parables, and compiled them and gave them all the same main character; then went up on a mountain and claimed they were from god.

Perhaps, with religions you have to understand they were pretty much already established before the christian religion. So it's likely you're right in the fact they chose old fables or perhaps old religions there's a lot of similarity with sumarian texts and the modern bible which might be where it came from along with actual events that came from the sumarian texts like the great floods. There's evidence there were some major floods back in those day's and they were probably noted and catalogued in the form of old stories the eventualy turned into religious texts.
