Windows gurus - disable ctrl+scroll zoom

got a friend who needs to disable ctrl+mousewheel scroll to zoom on Windows. the reason being that they don't have great motor control and frequently keep the ctrl key held down during copy/paste operations. christ knows how this wasn't an issue with their old mouse, it was some crappy unbranded thing that i guess came with its own specially broken drivers.

i know you can disable zooming in IE with this registry entry:

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Zoom]
"ZoomDisabled"=dword:00000001

..but was wondering if anyone knew of a global 'ZoomDisabled' setting.
