It's the only conclusion I can come to. That whole scene was out of a Borne movie:

- weird initial actions that get the attention of the police
- trying to get away from the police at all costs
- attempted suicide? Looks that way to me. Especially with the second one joining the first in running into traffic. I guess the left their cyanide tablets in the safe house.
- instant transition into hand to hand combat
