If you click the Download button you get a link to a better picture quality version ("Hi-Res H.264 MP4 15.4MB").
As you can see they've changed the way they're doing the updated graphics, this is cause they found the detail they were trying to add was too much:

In the original style, we were going using at least 6-8 tones to go from the darkest to the lightest values of a particular color. This, as some fans actually pointed out, is extremely hard to do. We decided to stick it out and go with that route and unfortunately, it didn’t work out too well.
Udon’s suggestion was to take the tones down to about 4. So now, a particular color will go through about 4 shades when going to light to dark. Some tweaking was also done to the line art to match this new rendering style as well. The overall result is a different style that is still going to be in full HD, but will be more efficient to animate and therefore get the game to you guys sooner. It also looks pretty damned good.
Also you can see they've done the backgrounds in the original style, not all different like the Vegas screenshot they released before. (They haven't shown the Vegas stage again, though.) Actually the people on the boat on Ken's stage look different, but on Guile's stage the people look the same.

It does look awesome. I kind of like the vivid-colored, almost cell shaded new look to it.
But I prefer the old look of the game that was considerably more detailed, that they unveiled many months ago. Oh well, at least they're still making it, and it still looks pretty awesome, even if it is different from what they first advertised.

just to clarify, you can play the game with the old gfx as well as the new.
that might explain the identical backgrounds

that sounds odd to me. i know that you can select from two gameplay styles: original or new (the new having a different balance and shit).
i can't imagine that they would let you play as the original 2d sprites and i'd guess that ign incorrectly stated that. i have nothing on which to base my assertion on, so ill just say i'll believe it when i see it.

That really isn't that impressive. I understand that they're going oldschool but the movements should be way more fluid. There's really no excuse for a move only being three frames.

For years the only media online for this game was screenshots and videos of the unfinished version. Terrible.
Finally the finished game has a playthrough video:
