One of his professors and some of his classmates have told stories about classes with Bush wherein he'd make stupid remarks about Vietnam, poor people, etc. and the have absolutely no ability to back them up. Then he'd get pissed and stomp out of class in a huff when pressed about it. You've actually heard this man speak, haven't you? He has a tenuous grasp on the English language (and reality) at best. He was a completely average (read:moronic) student, and he celebrates intellectual mediocrity.
Now, the people that surround him in his administration are smart, but Bush is a fucking dolt.

I get the impression that Bush himself is incredibly unintelligent, but he is backed by a bunch of corrupt geniuses. He's basically a puppet president manipulated by his senior staff. And if things go wrong, he'll probably end up being the scapegoat while his backers get away.
