Audio Editing

I have a 1 minute wav file, created using the Windows Audio recorder, and I need to edit the first few seconds out and convert it to something much more compact, like mp3. What is the best, and hopefully smallest (as in size on the hard drive), program to do this with?

and what if i tell you.... yea you, that you can do all of that within the sound recorder?
Simple, pressplay untill you are JUST before what you want in the Sound file.
pause it, go to Edit and click on "Delete before current posistion"
simple, Editing done!
Now compacting! get ready for this..
File

save as
look where it says Format: Click on the Change button.
Click on the Drop down box that syas PCM and change it to Mpeg layer 3, then adjust your bit rate as needed.
click OK
Then save it..
Done!
