Canada has been pushing this principle since a Canadian-sponsored commission articulated it in detail in a 2001 report later presented to both Mr. Annan and the UN General Assembly.
It is a radical idea compared to current international law, which states through the UN Charter and other documents that countries are "sovereign" and are on the whole entitled to be left alone unless they are threatening the security of another country."
