Nah I'm pretty sure the first letter is an A the rest I'm unsure of. In fact it's possiblel they may all be letters and there may not be a number. However if there was, I'd suspect that last to be a 3 and not a 2.
Something like A?3-229 or 227, 221 or even 22T. Dunno how cali liscence plates go.

open it in photoshop and use the sharpen filter a few times and it helps a bit
