I notice that during the game some of the tiles have a light blue circle around them. What is the significance of that light blue circle?

Hmmm... I'm not sure I've played Civ IV... I certainly don't remember that from the previous games though :(

You can't like right click and find out details about those squares? They usualy tell you if there's any resources available and other crap and maybe the ones with a blue circle around them have something in common?

yea i know that...
but some squares have that circle around them. not sure the game is telling me those are good places to build, or what.

Think of it like an indication of where a good opportunity lies. For instance, if you're current unti is a setler the circle is indicating a good place to place a city.

indeed
although theyre the tiles that the computer thinks need immediate improving. sometimes itll favor buildig a road over a farm than building a road to a strategic resource, simply because there are no citizens working on the strat tile
