I am kinda drunk and I don't feel like explaining too much but here goes the main point.

I do believe that no matter the character of a girl, at the least 60% of the decision making point of having sex or not having sex is totaly dependent on the (lack of ta better word) skills of the guy and only about 30 or 40% at the very most depentent on the character/mood of the girl.

Meaning if a girl is already fairly attracted to the guy , then the guy would have an astronomicaly better chance of getting lucky based on the way he handles the situation(read: girl)

i agree, and it's the same the other way around. If i'm not in the mood (yes, it happens sometimes) then she'd better be pretty persuasive or someone i know is good at it.

I am not really talking about some slick club going dude who picks girls up, I'm more likely yelding towards a boyfriend girlfriend relationship. in the case of the girl not really instigating sex, does the boyfriend's chances of initiatring it depend on the way he handles it or not?

I can gauge women, but I don't. Take this: Walk into a room, there's 3 mingers, 4 average-looking girls, and 5 hot women. any single theory is bound to fail. The human brain can process a ton of subconscious cues. Plus what you want, and what she wants plays into it. I wouldn't be surprised if a woman would be offended by the idea of some one trying to sum up woman's behavior.

While people with the same immune systems smell like family. Even if a woman isn't after children, attraction is still in part based off of who would provide them with better children. (remember the social skills, would lead to a better chance of survival)

Woman love to feel special. Number one thing, remember their name. Go out of the way to find out their name. From the very first time you hear it remember it. If a woman isn't certain about their attraction, forgetting their name is like poison. Ge there are those social skills popping up again.

But I agree, if a woman's not interested. They're not interested. Better to move on, find some one who's attracted to you. Then to waist time chasing an imaginary romance.
