Congressman Henry Waxman did a study of the Inspectors General for the federal government for both Clinton and W's administrations.
He found that 40% of Bush's IGs had auditing experience (the most critical job skill for that position) and 60% had political/social ties to members of the administration.
Clinton's people? Switch the percentages.
