My 2 cts on this are summed up by that cartoon - if you want lax gun laws, occasional random shootings is the price you pay.

The law you referred to seemed to relax restrictions on guns, except for Jews of course. I don't see where they collected them, on the contrary. Yes mass shootings also happen in countries with strict gun laws, but (and this is the important part) not nearly as often as in the US.
