that's the point - just as each US state has 2 senators, irrespective of population: to represent states equally

yes... well not Rangers fans per se, but a particular subset of them that have always been a blight on Scotland (Glasgow in particular).
You just have to listen to the songs they were singing to know who they were, but even the media up here took a while to actually realise and not call them "no voters". Total embarassment
