Withholding doesn't work like that. You have an exemption for yourself, your spouse if married and filing together, your number of children, and any additional amount of tax you want to pay. So your employer takes out tax based on the tax bracket for your salary, minus your exemptions (which for most people is just one). Around tax time, we lower our effective rates by claiming deductions on things like mortgage interest, property/state/local/sales taxes paid, student loan interest, energy efficiency credits, medical expenses, etc. The list is huge and generally the more wealthy you are, the more advantages you're going to get from deductions and credits.
