Actually that's a good question. I think they're talking about the gamma rays having already hit, but I'm not quite sure.

How fast do gamma rays travel?

Speed of light. They're part of the electromagnetic spectrum that includes light, x-rays, microwaves and radio waves amongst others.

This would seem to make any early warning system unfeasible.

Can they be blocked in some way?

You'd be safe in an underground shelter. But if the gamma ray burst kills off everything above the surface (including all plant life), I'd say we'd be pretty fucked anyway.
