if its an onboard flash, you should never use it because pics will look like shit. use a higher iso if theres low light or buy an external flash an bounce it off the ceiling.

btw it wasnt my pic and i dont like in toronto lol

My guess is that they are talking about the stop sign, which is probably being hit with someone's running lights.

a normal onboard flash has a radius of about 2-3 meters, it didn't do anything for that shot, it didn't reach the cars :)
