Your purported "racing" moron friend is pretty much out of luck if he's after an F1 game. Sony has the exclusive F1 license till 2008, and they haven't released their F1 games in the States for years now. Your best bet would be to find an old copy of Grand Prix 4, F1 Challenge, or Grand Prix Legends (GPL is not modern F1 though). An F1 mod for rFactor may be in the works but don't count on it being out anytime soon.

Here's a list of the most popular "hardcore" racing sims on the PC at the moment:

Live for Speed
NASCAR Racing 2003
rFactor
Richard Burns Rally

From what I heard, the most "hardcore" racing/driving sim on the console right now is probably Enthusia on the PS2.

Toca Race Driver 3 is going to be sweeeet and it's a must buy if he likes racing.
There's many different classes, so you really can't go wrong.

And it's not just pin the gas around the corner and your on your way like in some games..
You have to ease the throttle on if you want best lap times, the same applies to breaking.
Also there will be a pro-sim in #3. Tire wear will become a big factor.
Even after 5 lap of seriously abusing your tires, you'll notice they will start to wear.
There will also be yellow flags and mandatory pitstops if you like.

I think in the season mode, you'll probably be starting out doing some lawntractor racing, then moving to gocarts, and so on.
I think there will also be monster trucks, which will be fun.

There's many reviews he can check out, and also video clips also.

The *newest* F1 games for the pc are:
EA's F1 2002 and Grand Prix 4
both are very dated... But Gp4 was better.

Console:
360: pgr2
Ps2: GT4, Entheusia
xbox: forza motorsport

nothing else in the race-sim scene is really worht mentioning

I'm buying my roommate an xbox for his birthday. I'll get the one that includes Forza, and I'll keep the Forza game. Probably also buy him TRD3 so we can race online, and probably a 1 year with xbox live.

Forza isn't as much fun as Gran Turismo; it gets pretty tricky at the higher classes, so you basically have to have the line on because otherwise you lose concentration once and have to start the entire 40 lap race again. On the plus side, the AI is slightly less elastic.
