Hearing only half a conversation confuses your hearing, even if you're not listening to any of it. It happens because part of speaking is tone, and your tone is dependant on the other members of the conversation, what they say and their own tone. Take for an example: Sitting in a bar, you have people taking all around you. None of this is usually bothersome. However, as soon as someone in that bar is one the phone, you can single their voice out pretty quickly, becuase of the unexpected tones in their voice.
All this translates into being in an irritated state when people around you are on the phone.
