If you love the idea of your own community, you'll need to find a current subject that will attract more people, and then you need to give them a reason to join your community by providing something that hasn't been provided yet by any of the other well established communities on the subject...or atleast you'll have to figure out a way to improve on what others are doing.

It looks like MySQL error. I'll see, what I should do with it.
It's on free hosting, I haven't enough money to subscribe premium hosting or VIP hosting. I also know only two czech freehosting for own web pages: IC.cz & WZ.cz - WZ.cz shows big ad banner on every page. IC.cz shows only ad trim in top of page and it's also reason, why I choosed IC.cz

Can you specify, what verifications you've required to fill up? I know only about few very important:

• Captcha image (reCaptcha from Google)
• Your nick name
• Your e-mail address
• Your password
• BOT protect (it's only small feed, I can remove it)

Other feeds aren't required to fill up, you can leave them blank or leave them filled up automatically (time zone & languange of board).

I tried to register as new user and get the same error. I'll ask in phpBB forums.
