Here our emergency number is triple zero "000".
There are always stories about that people in stressful/emergency situation have dialed "911" in error (watching too much TV.

Some telephone systems, we used to call them PABXs (private automatic branch exchange), what to call them now, who knows, you had to dial zero to get an outside line.
Maybe you have had similar telephone systems.
Anyway it was so easy to miss dial (?) and get the emergency services people on dialing mobiles that prefix with a zero Just one too many zeros, though worth naught can make all the difference
