Who says this is genuine Ep3 concept art to begin with? Maybe it's not even from Valve? Maybe it is but it's not concept art for Ep3? Maybe it is concept art for Ep3 but maybe it's 5 years old and Ep3 is still lurking somewhere in a fridge over at Valve.

As to whether they are still working on it, well, these are from 2008, so even with the release of these nothing's concrete.

From the ending of Ep 2 it was clear that the next game would have some or most of its location in a frozen wasteland. I'm just hoping it doesn't turn into an homage/rip off of the concept of The Thing....snow, isolation, crashed helicopters and aliens with more legs than you.
