Looks like a good idea, only thing I don't like is that you must give a sample whether or not you've gone to trial or been charged.

I think it's great, just overreaching a bit too much. If someone is charged and convicted for a crime, they should have to submit a sample. Otherwise, no.

I agree there. Only if convicted. Otherwise that's like asking for your figerprints or personal information for no reason.
