Wait what? How many nations are there with no legacy of slavery whatsoever? A grand total of about zero would be my guess.
Ryoki you have to remember that "legacy of slavery" has an unspoken statute of limitations such that it only includes the relatively short and relatively recent period in which white people enslaved black people but excludes the longer period when black people enslaved other black people, white people enslaved other white people, asians enslaved other asians etc
it especially excludes the part where black people sold their black slaves to white slave traders
