You should try Anarchy Online. There are three servers, there's never a 'server full' waiting list, you can level up to 220, plus gain more experience past that point, eqiuvelant to being lvl 250. There's pvm, pvp, rp, nothing is split up because it doesn't need to be and best of all, it's not dumbe...
