Preferably Samsung and in the lower $200 range, but I'm open to suggestions :)

It'll make working with my Wacom easier and I'll use the 19" I have now for a dual-screen setup.

I'd be using it mostly for gaming, HD movies, and Photoshop work; so a good response time and lack of backlight bleeding is best.

i did forget to mention it's a debranded hp w2408h and a refurb :P, but, i've "re-branded" it and no dead pixels at all. brand spanking new condition.
